PROBLEM TO BE SOLVED: To provide a levee plastering machine, in which a scraping quantity of a top place is changed according to the height of the top place of an old levee so that the levee can be reduced in a vertical interval and formed into a smooth shape.SOLUTION: A top place treating rotor 41 attached to the leading end of a rotor supporting member 44 can be rocked in a vertical direction by the rotation of the rotor supporting member 44, and a rotation center axis 41a of the top place treating rotor 41 is equipped with a grounding member 50 shorter than a tilling pawl 46. The rotor supporting member 44 is urged to rotate downward by dead weight. A grounding face 52 of the grounding member 50 is a tabular member formed to have a uniform distance from a line horizontally normal to the rotation center axis of the top place treating rotor 41.
