PROBLEM TO BE SOLVED: To provide a method for stably manufacturing a finely projected tool having fine projections of low projection height, in which a hollow capacity can be secured for storing medical agent, at low cost and in a large volume.SOLUTION: The present invention discloses a method for manufacturing a finely projected tool 1, including: a composite material 2 in which a protective layer 22s made of a protective material 22 is fixedly laminated on one side 21U of a resin layer 21s made of a resin material 21 including a thermoplastic resin and a projection 3 projecting while penetrating the protective layer 22s from the other side 21D of the resin layer 21 towards the one side 21U. The manufacturing method of the present invention includes a projection forming process for forming the projection 3 projecting from the one side 21U of the resin material 21, in which a convex part 11 having a heating means is brought into contact with a contact part TP from the other side 21D of the resin material so as to thermally soften the contact part TP to pierce the convex part 11 into the resin material 21.
