PROBLEM TO BE SOLVED: To provide a novel composite powder applicable to makeup cosmetics, which is free from whitening peculiar to pigment-grade titanium oxide, imparts a transparent feeling to the skin, is smooth, and has an excellent UV protection effect. SOLUTION: The fine particle titanium oxide is dispersed on water by using liquid surface plasma, and the fine particle titanium oxide is mixed on the flat powder by stirring and mixing with the flat powder having an isoelectric point of 5 or more and 9 or less in water. A composite powder uniformly coated with is prepared. The makeup cosmetic containing the composite powder has the effect of imparting transparency to the skin and improving the ultraviolet protection effect without causing whitening.
