The present invention relates to a fomentation device using medicinal herbs and loess. The fomentation device comprises: a medicinal herb fomentation unit provided as a band-type body to be wound and fixed on an arm or a leg, and containing medicinal herbs to provide the effects of the medicinal herbs a loess fomentation unit independently disposed from the medicinal herb fomentation unit, provided as a cylindrical body to be fitted to an arm or a leg, and including loess and a heat wire for heating the loess and a first adjuster for supplying electrical power to the heat wire included in the loess fomentation unit, and adjusting a temperature. The fomentation device is worn on an affected area of a leg or an arm to be used in performing local treatment on a human body. The fomentation device has a sealed structure to perform fomentation while preventing medicinal herb steam, loess heat, and far-infrared rays from being leaked to the outside, so a heat transferring effect and a fomentation effect which are applied to an affected area can be improved.
