The present invention relates to an agent for administration to a joint fat pad of a subject, and a method for treating joint pain, inflammation or disease. The disclosed formulation is intended for local administration to joint fat pads to provide sustained release of the therapeutic agent to the joint muscles and surrounding tissues. The joint may be an arthritic joint, an injured joint, or a surgically displaced joint. The therapeutic agent may be an analgesic, anti-inflammatory or immunosuppressive agent.
