PROBLEM TO BE SOLVED: To provide a water absorption treatment material excellent in hydrolyzability, and a method of manufacturing the same.SOLUTION: A water absorption treatment material 1, which is a water absorption treatment material for absorbing a liquid, comprises an agglomerated material 10. The agglomerated material 10 contains a foaming agent 20.
