PROBLEM TO BE SOLVED: To provide a technique capable of adjusting fastening strength in waistline so as to match with the body type of a wearer.
SOLUTION: A plurality of elongated elastic members 2 are arranged in parallel and held, in an extended state in a longitudinal direction, between an inner sheet 1A and an outer sheet 1B, and also the inner sheet 1A and the outer sheet 1B are welded by ultrasonic wave in the vicinity of the both width-direction ends of the respective elastic members 2. Then, the sheets are loosened, tension to be applied to the elastic members 2 is released, and then, the elastic members 2 are enlarged in diameter by shrinkage. When the elastic members are fixed while held between adhesion parts 3 in the vicinity of one width-direction end parts of the elastic members 2 and the adhesion parts 3 in vicinity of the other width-direction end parts, the outer width-direction end parts of the elastic members 2 are fixed to the inner sheet 1A and the outer sheet 1B by heat sealing, and also the respective elastic members 2 are cut at the width-direction center part. Held and fixed parts between the adhesion parts 3 in the other end parts excluding the one end parts are drawn to the outer width-direction side for the portion corresponding to an extension degree by extending parts corresponding to the held and fixed parts in a waistline part.
