A core mechanism for slope vegetation in accordance with the present invention comprises a filling frame which is extended in the lateral direction and has a plurality of filling spaces as a structure in which a plurality of plates are superposed parallel to each other and those plates adjacent to each other are partially bonded with regular distances in the longitudinal direction. The plate of the filling frame has a structure in which a through hole is formed so that roots of a plant vegetated within the filling space are stretched out in the lateral direction and includes a leakage control means for controlling vegetation soil filled in the filling space of the filling frame not to be leaked through the through hole, wherein the leakage control means comprises an entanglement structure of an atypical shape so as to fill up the filling space by being attached to the plate of the filling frame and inserted into a net-shaped structure, which is placed in the form of blocking the through hole, or the filling space of the filling frame. According to the present invention as described above, a slope vegetation environment can easily be created using vegetation soil made of typical soil and fertilizer, and the created vegetation environment can stably be maintained due to the structural nature of the core mechanism for slope vegetation.
