Disclosed are a device and a method for controlling the lifting of an offshore marine net-cage with externally added towing. The device comprises: a float (2) a winch device (17) mounted in the float (2) and used for paying-out and winding up a wound tow rope (18) a rope winding/unwinding duct (13) provided below the winch device (17) a tow rope (18) wound on the winch device (17) wherein the tow rope (18) passes through the rope winding/unwinding duct (13) and out of the float (2) and is connected to a weight (4) used for sinking a towed offshore marine cultivation net-cage. The method comprises: respectively attaching one of the controlling devices described above at the intersection points of four corners of a square anchoring rope frame on the outside of a floating-type offshore marine cultivation net-cage, using a rope (5, 6) to connect the floating-type offshore marine cultivation net-cage to the float (2) and the weight (4) respectively, releasing the weight (4) by means of the float (2) in the direction of the seabed, and towing the floating-type offshore marine cultivation net-cage by the weight (4) to sink. The device and the method can safely sink and float a floating-type offshore marine cultivation net-cage that does not have sinking and floating functions.Linvention concerne un dispositif et un procédé de régulation du levage dune cage marine offshore en filet avec traction ajoutée extérieurement.
