The present invention relates to an apparatus and method for increasing dissolved oxygen in water. The apparatus for increasing dissolved oxygen in water according to an embodiment of the present invention comprises: a water cluster separation unit that separates water clusters by dissociating hydrogen bonds between water molecules by forming an electric field in water； and an oxygen mixing unit that mixes oxygen with the separated water clusters treated by the water cluster separation unit.
