The present invention relates to an electronically controlled wheelchair safety system with a winch apparatus that is adapted to pull and steer a mobility device (e.g., wheelchair, scooter, stretcher, etc.) upwards. and down a vehicle ramp accessible to an entry wheelchair from behind and to provide security for the mobility device during transport. The system includes two motorized front lashing units adapted to be positioned on the vehicle in front of the wheelchair safety area. the front mooring units have extendable / retractable restraints adapted to connect with the front corners of the mobility device frame. By varying the engine speed between the two front mooring units, the mobility device can be oriented up the ramp. for example, when pulling the mobility device up the ramp, the mobility device may be directed to the left by increasing the speed of the right mooring unit, reducing the speed of the left mooring unit, or both. Similarly, the mobility device can be steered to the right by increasing the speed of the left mooring unit, reducing the speed of the right mooring unit, or both.
