PROBLEM TO BE SOLVED: To provide a seedling raising device and a seedling raising method capable of efficiently performing maintenance works such as leaf cut without affecting an electric system such as an illumination light source for seedling existing above seedling raising pots.SOLUTION: In a seedling raising device (1A), seedlings are raised by watering a plurality of seedling raising pots (10) arranged and disposed in a planar manner.
