PROBLEM TO BE SOLVED: To provide a surgical hemostatic material substrate for use in a surgical hemostatic material which covers a damaged part with high hemostatic effect, and a surgical hemostatic material which covers a damaged part with high hemostatic effect.SOLUTION: The surgical hemostatic material substrate is made of urethane film. The urethane film has an elongation percentage of 100 to 4,000% according to JIS K6251-2004 for the following imbibition conditions, a 100% modulus of 9.8×10-3 to 4.9 N/mm2 according to JIS K6251-2004 for the following imbibition conditions, and an absorption coefficient of 1.1 to 10 for the following conditions. The imbibition conditions are provided by 3-hour immersion in physiological saline at 25°C.
