The punching device includes: a plurality of link members which are in the shape of X and are joined to be able to rotate and a first process part and a second process part which are formed on the link members to face each other. The first process part includes: a rotating body which is rotatably arranged on the link member on one side and punching pins that are arranged on an outer circumferential side of the rotating body in the circumferential direction and have diameters different from each other.
