In the invention, in order for the pearl or pigment to be present stably in the aqueous phase as the internal phase, a particular type of emulsifier forming larger emulsified particles is used. In order to reinforce emulsification capacity for forming lotion, avoid formulation separation and enhance fluidity, a particular type of dispersion and preservative are used. Moreover, to increase surface fill power of the composition, silicone oil and ester oil are included in the ingredients of oil phase as external phase in a suitable weight ratio.
