The invention provides a sulky rice transplanter including: a seedling planting device connected to a rear part of a travel vehicle body so as to oscillate vertically； and a mud guard cover (58) having a vertical length from a lower part to an upper part of the seedling planting device and attached to the seedling planting device so as to receive mud splashed by a rear wheel (9) of the travel vehicle body toward the seedling transplanting device. The mud guard cover (58) includes, in a portion facing the rear wheel (9), a notch part (58D) avoiding contact with the rear wheel (9) in a state in which the seedling planting device (4) is lowered to a lower limit position in which an upper side of the seedling planting device (4) is in a closest approaching position to the rear wheel (9). According to the invention, the seedling planting device is provided with the mud guard cover receiving mud splashed by the rear wheel of the travel vehicle body toward the seedling planting device, so that a separation distance between the travel vehicle body and the seedling planting device cannot be enlarged.
