PROBLEM TO BE SOLVED: To provide a composition that has a function of instantaneously releasing water upon application on the skin, is stable at the extremely low temperature of -20°C, and retains the dispersion stability of an emulsion composition even after repeated freezing and thawing, thereby being used in a variety of cosmetic product.SOLUTION: A water-in-silicone oil (W/S) macroemulsion cosmetic composition of waterdrop quick break type is provided. The silicone oil phase part (S) contains a partly crosslinked emulsifiable silicone elastomer, a partly crosslinked non-emulsifiable silicone elastomer, non-crosslinked silicone emulsifier, and silicone oil.
