PROBLEM TO BE SOLVED: To provide a rotation-detecting device capable of detecting the number of revolutions by arranging magnetic sensors at the positions dislocated from the side positions of a rotating body with magnets in the direction of the radius of gyration, and to provide a fishing reel.SOLUTION: The rotation-detecting device 50 has the magnets 30 and 30 fixed to a pinion 15 at the positions distant from a rotation shaft 15J in the pinion 15, rotating so as to draw a circular trajectory R1, and magnetized in the direction along the radial direction H1 of the rotation of the pinion 15. A pair of magnetic sensors 41 and 42 is arranged at the position distant from the rotation shaft 15J of the pinion 15 from the circular trajectory R1, and the pair of the magnetic sensors 41 and 42 and the circular trajectory R1 are arranged being shifted from each other in the rotation shaft direction H2 of the pinion 15, so that the pair of the magnetic sensors and the circular trajectory may not mutually be overlapped in the radial direction H1 of the rotation of the pinion 15.
