PROBLEM TO BE SOLVED: To provide novel emulsion compositions for producing foam agents capable of producing foam without using surfactant, to provide foam agents, to provide methods for improving foamability, to provide foamability improving agents, and to provide make-up methods.SOLUTION: An emulsion composition for producing a foam agent comprises an oil phase, an aqueous phase, a closed endoplasmic reticulum formed of an amphipathic substance which forms a closed endoplasmic reticulum spontaneously, or a particle of a polycondensation polymer having a hydroxyl group, and a thickener. The foam agent comprises an undiluted solution consisting of the emulsion composition, and a propellant.
