In order to achieve this object, this invention provides a cosmetic composition that includes a component (A), which is an aqueous gelling agent represented by general formula (1) below, and a component (B), which is a polymeric thickening agent, wherein the component (A) presents a viscosity of an aqueous solution containing 1 mass% of at 25°C of 1,000 to 5,000 mPa·s and a clouding point of the aqueous solution containing 1 mass% of component (A) of 60°C to 80°C, and has a weight average molecular weight of 10,000 to 30,000； a method for producing the aqueous gelling agent； and a method for producing the cosmetic composition.In the formula, R1, R2, R8 and R9 each independently denote a hydrocarbon group having 4 to 20 carbon atoms, R3, R5 and R7 each denote represent a divalent hydrocarbon group having 2 to 4 carbon atoms, R4 and R6 each independently denote a divalent hydrocarbon group having 3 to 16 carbon atoms, a and e each independently denote a number from 10 to 100, d denotes a number from 100 to 500, and g denotes a number from 0 to 10.
