An oxidation catalyst, comprising a carbon material prepared by calcining a transition metal compound and a nitrogen-containing organic substance, or a transition metal compound, a nitrogen-containing organic substance, and a carbon compound not containing nitrogen, the oxidation catalyst oxidizing at least one target substance selected from the group consisting of NO, CO, NH3, and an aromatic hydrocarbon.
