PROBLEM TO BE SOLVED: To provide a raising seedling mat enabling efficient germination or raising seedling of plants such as turf, shortening growth period and forming a raised-seedling growth mat into such a shape as to facilitate conveyance or planting for distribution: and to provide a raising seedling method using the mat. SOLUTION: The raising seedling mat is structured as follows: bonding seeds 21 for raising seedling and a water-retainable granular lightweight aggregate 13 on the surface of a mat main body 2 formed of multiple-layer nonwoven fabric 11 with water-soluble adhesive paste. The raising seedling method comprises laying the raising seedling mat 1 inside a plant growth house, supplying water to the raising seedling mat so as to germinate and grow the plants in the raising seedling mat.
