The present invention relates to a method for manufacturing a substrate for preventing the formation of a biofilm using colloidal nonoparticles, to a substrate manufactured thereby, and to a sensor for testing water quality comprising the substrate. More particularly, the present invention relates to a method for manufacturing a substrate for preventing the formation of a biofilm by arranging colloidal nanoparticles on a substrate and forming holes and a porous structure on the substrate. The present invention also relates to a substrate for preventing the formation of a biofilm consisting of a substrate, a plurality of holes formed on the upper surface of the substrate, and a porous structure formed over the entirety of the upper surface of the substrate and in the holes.
