The apparatus for forming the cell culture scaffold includes: a main body including a horizontal part and a vertical part; a work table on which the cell culture scaffold is formed, the work table being installed on the horizontal part of the main body; a dispensing mechanism disposed above the work table and installed on the vertical part of the main body, the dispensing mechanism including at least one dispenser; and a transfer unit for transferring the work table with respect to the dispensing mechanism, or for transferring the dispensing mechanism with respect to the work table. The dispenser includes: a syringe through the upper portion of which a solid raw material is injected; a syringe cap to the center of which an air supply control tube is connected, the syringe cap being mounted on the upper portion of the syringe; a nozzle coupled to the lower portion of the syringe; and a heating part in which the syringe is inserted, the heating part heating the syringe so as to melt the solid raw material within the syringe.
