[Problem] To provide an oil-in-water solid cosmetic that enables an oil-in-water formulation to harden into a stable solid form while maintaining resilience imparted by a thickening agent, and that has a desired elastic feel, is easy to scoop with a finger, and imparts superbly fresh feel on use.
