A swallowing training device for forging and reinforcing a muscle used in swallowing, comprising a rigid shell, an adjustable fixture, and an inflatable pad. The rigid shell has a longitudinal dimension that the shell can extend up and down the larynx of the subject when the swallowing training device is located on the larynx of the subject. An adjustable fixture is sized so that the shell can be fixed around the neck of the subject with the shell positioned on the subjects larynx. An inflatable pad is connected to an adjacent surface of the shell. The inflatable pad is sized to allow the shell to be positioned above the larynx of the subject and to add force that resists the force of the at least one swallowing muscle of the subject when the inflated pad is at the inflated position. The swallowing training device can be used to improve the swallowing function of the subject.
