PROBLEM TO BE SOLVED: To estimate a state of a monitoring target person accurately, in a state estimation device estimating a state of the monitoring target person on the basis of eye movement of the monitoring target person.SOLUTION: In a state estimation device according to one aspect of the invention, frequency acquisition means acquires a normal saccade frequency representing an occurrence frequency of a saccade in a monitoring target person and a micro saccade frequency representing an occurrence frequency of a micro saccade in the monitoring target person(S15, S20).
