The present invention relates to an organic ginseng cultivation facility capable of controlling the growth, and to a method of cultivating organic ginseng using the same. According to the present invention, the facility comprises: a rainwater blocking means having a shape of a greenhouse, and blocking rainwater in order to prevent rainwater from being directly spread on ginseng planted inside a portable cultivation box filled with soil and having ginseng planted therein a box receiving frame having a cultivation box receiving part enabling the cultivation box to be spaced from the ground in an upper direction an insulation material placed above the cultivation box receiving part and a heating wire placed on the insulation material and emitting heat to transmit heat to the soil inside the cultivation box placed thereabove. According to the present invention, ginseng cultivated in the cultivation facility is not directly exposed to rainwater and the ginseng is not affected by pathogens on the ground, so the ginseng can be cultivated without spraying agricultural chemicals, and the temperature of soil for cultivating the ginseng may also be set to a suitable temperature to growth.
