The actual work command generation circuitry is configured to generate an actual work command in accordance with a position of the automatic traveling work vehicle. The work control circuitry is configured to control the automatic traveling work vehicle to work at the position according to the actual work command. The virtual work command generation circuitry is configured to generate a virtual work command in accordance with the position of the automatic traveling work vehicle, the automatic traveling work vehicle being not actually controlled according to the virtual work command. The monitoring circuitry is configured to determine whether an abnormality occurs in an operation of the automatic traveling work vehicle based on the actual work command and the virtual work command.
