PROBLEM TO BE SOLVED: To provide a new antifouling or antimicrobial agent which considers environments and brings an excellent antifouling or antimicrobial effect to provide an antifouling or antimicrobial coating material and to provide an antifouling or antimicrobial treatment method.

SOLUTION: This antifouling or antimicrobial agent is characterized by being selected from the following A to C: (A) a water-insoluble cross-linked product of the salt of an anti-fouling or antimicrobial quaternary ammonium cation with a water-insoluble copolymer anion having acidic groups and reactive groups (B) a water-insoluble cross-linked product of the copolymer of a reactive monomer with the salt of an anti-fouling or antimicrobial quaternary ammonium cation with an acidic group-having monomer anion and (C) a water-insoluble cross-linked product of the copolymer of a monomer having two or more unsaturated double bond groups with the salt of an anti-fouling or antimicrobial quaternary ammonium cation with an acidic group-having monomer anion.
