(A) A liquid oral composition containing isopropylmethylphenol and substantially free of ethanol； (B) EO 40-100 mol polyoxyethylene hydrogenated castor oil, (C) (C-1) A polyhydric alcohol selected from decaglycerin monofatty acid ester and (C-2) trifatty acid glyceryl, (D) glycerin, propylene glycol and polyethylene glycol having an average molecular weight of 190 to 630 is blended, and {(B) and (C-1 )} / {(C-2)} has a mass ratio of 0.77 to 1.87, the blending amount of (D) is 5 to 15% by mass, and glycerin is contained in an amount of 0.003% by mass or more. Provided is an emulsified liquid oral composition having a low irritant effect and a high osmotic bactericidal effect on a conductive biofilm and a high retention in the oral cavity of isopropylmethylphenol. Moreover, the manufacturing method of the said composition which adds (C) component as an emulsion after mix blending (A), (B) and (D) component is also provided.（Ａ）イソプロピルメチルフェノールを含有し実質的にエタノール無含有の液体口腔用組成物に、（Ｂ）Ｅ.Ｏ.４０～１００モルのポリオキシエチレン硬化ヒマシ油、（Ｃ）（Ｃ－１）デカグリセリンモノ脂肪酸エステル及び（Ｃ－２）トリ脂肪酸グリセリル、（Ｄ）グリセリン、プロピレングリコール、平均分子量１９０～６３０のポリエチレングリコールから選ばれる多価アルコールを配合し、｛（Ｂ）及び（Ｃ－１）｝／｛（Ｃ－２）｝の質量比を０．７７～１．８７、（Ｄ）の配合量を５～１５質量％とし、グリセリンを０．００３質量％以上含有する、歯周病原性バイオフィルムへの浸透殺菌効果及びイソプロピルメチルフェノールの口腔内滞留性が高く、外観安定性が良好で低刺激性の乳化型液体口腔用組成物を提供する。また、（Ａ）、（Ｂ）及び（Ｄ）成分を配合後、（Ｃ）成分をエマルジョンとして添加する上記組成物の製造方法も提供する。
