The device has a stationary frame (1), a right bar holder (3), and a left bar holder (5) that are pivotably mounted on the frame. A set of damping elements includes a right rotational supports (23) and a left rotational support (25) secured to the frame. A set of springs (43, 45, 47, 49) is inserted between each of left bar holder and right bar holder and the frame. An oscillation of each holder around its normal operating position results in tilting of the holders from one support to another support, and in pivoting of the holders around the supports against the springs.
