PROBLEM TO BE SOLVED: To accurately remove a scattered ray component included in a tomographic image in a tomographic image processing device, method, and program.SOLUTION: An image acquisition part 31 acquires a plurality of projection images Pi from a CT device 1. A reconfiguration part 32 reconfigures the plurality of projection images Pi and generates a plurality of tomographic images Dj. A scattered ray removal part 33 removes a scattered ray component included in a radioactive ray transmitting a subject H from the plurality of projection images Pi based on the tomographic image Dj.
