PROBLEM TO BE SOLVED: To provide a surface-coated powder capable of preventing a coating material which coats surfaces of the powder from being eluted in a dispersion medium, having excellent hydrophobicity, and having good dispersibility and stability, and to provide a cosmetic to which the powder is added.SOLUTION: This surface-coated powder is given by coating the surfaces with a fructooligosacchride ester of fatty acid.
