To provide a high internal water phase water-in-oil emulsion cosmetic having a water phase component of not less than 70%, having good spread when applied, excellent in skin smoothness after application, and having no viscosity change over time and excellent in stability.
SOLUTION: A water-in-oil emulsion sunscreen agent includes the following components (a)-(d): a polyglycerol-modified silicone (A) a partially crosslinked polyorganosiloxane polymer having a long chain alkyl group (B) a volatile silicone oil (C) and water (D), wherein the water phase component containing the component (D) is not less than 70%.
