An irrigation control system according to the present invention comprises: an irrigation control unit controlling an irrigation system for supplying water to crops to adjust an amount or time of supply of water to the crops； a sap flow rate sensor for measuring a sap flow rate through a probe inserted into a stem of the crop； and a sap amount calculating unit calculating a sap amount flowing through the stem of the crop by using the measured sap flow rate. The irrigation control unit controls the irrigation system based on the amount of fluid.본 발명에 따른 관개 제어 시스템은, 작물에 물을 공급하는 관개설비를 제어하여 상기 작물에 공급되는 물의 양 또는 공급시기를 조절하는 관개 제어부； 상기 작물의 줄기에 삽입되는 프로브를 통해 수액유속을 측정하는 수액유속 센서； 및 상기 측정된 수액유속을 이용하여 상기 작물의 줄기를 통해 흐르는 수액량을 산출하는 수액량 산출부를 포함하고, 상기 관개 제어부는 상기 수액량에 기초하여 상기 관개설비를 제어하는 것을 특징으로 한다.
