The present invention relates to a cosmetic composition with a calming effect for skin and, more particularly, to a cosmetic composition containing a color potato fraction as an active ingredient. According to the invention, the composition is economical and safe, and also has an excellent antioxidant effect and anti-inflammation effect by using the color potato fraction as the active ingredient, wherein the color potato fraction is obtained by fractionating the skin of the color potato in a specific method.
