PROBLEM TO BE SOLVED: To provide a foamy cosmetic that is excellent in foamability and foam quality despite a propellant using only carbonic acid gas, has a feel without stickiness to the hair, and particularly, excellent in improving the feel of the hair.SOLUTION: The invention provides a foamy cosmetic consisting of an undiluted solution and propellant, wherein the undiluted solution contains A) hydrophobically modified alkyl cellulose, (B) liquid oil, and (C) at least one or more kinds of nonionic surfactants, and (D) carbonic acid gas is contained as a propellant.
