The present invention relates to a heating element and a method for manufacturing the same, in which as a band-shaped planar heating element having flexibility and durability is manufactured by electrically connecting the desired number of planar heating plates, each of which is a thin plate having a smaller width than a length, in series to each other, and coating the connected planar heating plates such that the planar heating plates are maintained in an insulated state, the planar heating element may be simply and conveniently installed in the deep ground adjacent to roots of a plant or in a basic floor to prevent freezing of a road. That is, the planar heating element is manufactured by longitudinally connecting the desired number of the planar heating plates in which carbon fiber heated by electric resistance is immersed to each other, spot-welding two conducting wires formed by a conductive metal band to electrodes exposed through through-holes of each planar heating plate such that current of opposite poles (+, -) flows to the electrodes, and coating the outside of the plurality of planar heating plates electrically connected in series to each other by the wires with sequentially a second insulating sheet and a heat insulating film.
