The device can generate electromagnetic radiation (EMR) at or near a near infrared (NIR) window, the NIR window being a predetermined window that includes a range of wavelengths that allow for maximum penetration depth of the EMR being emitted from the device through tissue. The EMR emitted by the device can form a uniform, diffuse NIR transmission corresponding to the NIR window. A controller can be used to control current supply to the light source so as to modulate the intensity or amplitude of the EMR.
