The invention provides a planting panel for rooftop greening construction, which comprises a planting-panel substrate, planting basement material accommodation portions enabling longitudinal and transverse extension of plant roots, plant fixation portions reducing influence of wind on cultivated ground-cover plants. Each of the plant fixation portions is arranged on at least one end portion of the planting basement material accommodation portions that are arranged in a latticed and interlaced form. The plant fixation portions block winds to blow toward the planting basement material of the planting basement material accommodation portions, the planting basement material is less susceptible to detaching from the planting basement material accommodation portion as being blown away by winds and the cultivated plants do not separate from the planting panel for rooftop greening construction, so that the planting panel for rooftop greening construction is more effective in fixing the plants and enabling stable growth of the plants. Further, with the ratio of the area of the plant fixation portions to the whole planting-panel substrate area is set between 20% and 70% so that the loading of the planting panel for rooftop greening construction to the roof can be reduced. A rooftop greening system is constituted by setting up a plurality of planting panels for rooftop greening construction on the roof.
