The present invention relates to a cosmetic composition having the effects of anti-aging, whitening, and moisturizing of a fermented Cornus officinalis extract and a method to manufacture the same. The cosmetic composition contains the fermented Cornus officinalis extract obtained by the method comprising: collecting the flesh of a Cornus officinalis and naturally drying the flesh, and then finely grinding the dried flesh using a grinder adding a solvent like water 10 times the weight ratio of the dried Cornus officinalis powder and extracting the extract at 25-30°C for 12-24 hours removing microorganisms in the extract, which has been filtered with a filter cloth, using a 0.2 um filter inoculating 5-10% of a culture fluid of Kazachstania unispora into the extract and incubating at 20-25°C for 4-7 days, thereby being very effective in anti-aging, whitening, and moisturizing.
