This apparatus includes: an electrode structure that has a power electrode supplied with AC power and interposed between dielectrics； an electrode supporting unit that is arranged in the vicinity of the electrode structure, supplies gas between a skin of a human body and a surface of the electrode structure through a side surface of the electrode structure, and has a protruding portion which is arranged on an exposed surface so that a constant gap is maintained between the skin of the human body and the surface of the electrode structure； and a housing that surrounds and supports the electrode supporting unit.
