The leakage barriers (5A) include a sheet (50) and a plurality of elastic members (15) disposed in a stretched state on the sheet (50). The sheet (50) comprising a part (53) on which the elastic members (15) are disposed in the leakage barriers (5A) is stretch-processed in the direction of stretch (X) of the elastic members (15), and thereby extensibility is imparted to the sheet (50) itself.
