PROBLEM TO BE SOLVED: To provide a toilet sheet for pets, which can simply be treated so that the hand of an owner or the like does not touch the excreta of a pet, after used, almost covers the excreta, and hardly diffuses the stink of the excreta.SOLUTION: The toilet sheet 1A for pets includes a sheet body 10 having a liquid-permeable front surface sheet 2 on an excreta-catching surface, a liquid-impermeable back surface sheet 3 on an excreta-non-catching surface, and an absorber 4. The outermost layer film sheet 5 is disposed on the outer surface of the back surface sheet 3 of the toilet sheet 1A. The outermost layer film sheet 5 is fixed to the back surface sheet 3 with a strong adhesion portion 71 disposed in the outer peripheral edge portion 6 of the sheet body 10, and portions except the strong adhesion portion 71 are not fixed to the back surface sheet 3 or are temporarily fixed in a temporary fixing portion 73.
