The present invention relates to a composition for preventing or treating liver inflammation, liver fibrosis and liver cirrhosis. More specifically, the present invention relates to a pharmaceutical composition which is effective for preventing or treating liver inflammation, liver fibrosis, and liver cirrhosis using a fusion protein comprising a physiologically active protein and an FGF21 mutant protein, and a pharmaceutical composition comprising the same. The pharmaceutical composition of the present invention has an effect of inhibiting proliferation of inflammatory cells and fibrotic cells in the liver.
