The present invention relates to a rotation generating device including a rotation generating part mounted on a fountain hose, which comprises: a non-rotating water inflow part introducing non-rotating water present in an inner space of the hose； a rotation generating part including a blocking wall for generating rotation water by imparting rotational force to the non-rotating water introduced through the non-rotating water inflow part； and a rotation water discharge part discharging the rotation water of the rotation generating part to an external space of the hose, wherein the rotation water discharge part is configured to cover and seal a rotating space, and a rotating water outlet for discharging the rotating water of the rotating space is formed in the center.
