The present invention provides a hair cosmetic composition containing the following ingredients (1) to (4): (1) petrolatum in an amount of 0.01 to 20 mass% with respect to the cosmetic composition (2) a hydroxyalkylurea in an amount of 0.001 to 3 0 mass% with respect to the cosmetic composition (3) a tertiary amine cationic surfactant and/or a quaternary ammonium salt cationic surfactant in an amount of 0.1 to 10 mass% with respect to the cosmetic composition and (4) water. The hair cosmetic composition can finish the hair, after shampooing, with excellent smoothness, suppleness, and moistness and which is suitable for use as a rinse, a conditioner, etc.
