The present invention relates to a method for manufacturing an extract of petals of hibiscus syriacus, and a skin whitening cosmetic composition and a pharmaceutical composition for preventing or alleviating melanin hyperpigmentation disease comprising the extract of petals of hibiscus syriacus as an active ingredient.
