PROBLEM TO BE SOLVED: To provide a method for producing an oral formulation which directly dissolves in oral cavity and releases an active substance, and to provide a powder containing an active substance and the use thereof.SOLUTION: (a) An anionic pharmaceutical active substance is powerfully mixed with (b) a copolymer which consists of another (meta-) acrylate monomer having C-C-ester, which produced by radical polymerization of acrylic or methacrylic acids, and a functional third amino group, and (c) C-C-carboxylic acid of 5-50 mass% to (b) in a molten material； the mixture is solidified and ground into a powder which contains an active substance having an average particle diameter of 200 &mu；m or less； and the powder is embedded into a water-soluble matrix consisting of a pharmaceutically common adjuvant. But in that time, an emulsifier having a HLB value of at least 14 should not be contained more than 3 mass% to the copolymer.【課題】口中で直接崩壊し、かつ作用物質を放出する経口薬剤形を製造する方法、ならびに作用物質を含有する粉末およびその使用を提供する。【解決手段】（ａ）アニオン性の薬剤学的作用物質を、（ｂ）アクリル酸もしくはメタクリル酸のラジカル重合したＣ１～Ｃ４－エステルおよび官能性第三アミノ基を有する別の（メタ）アクリレートモノマーからなるコポリマーならびに（ｃ）（ｂ）に対して５～５０質量％のＣ１２～Ｃ２２－カルボン酸と共に溶融物中で強力に混合し、該混合物を固化させ、かつ２００μｍ以下の平均粒径を有する作用物質を含有する粉末へと粉砕し、該粉末を薬剤学的に通常の助剤からなる水溶性のマトリックス中に埋め込む。ただしその際、少なくとも１４のＨＬＢ価を有する乳化剤はコポリマーに対して３質量％より多く含有されていてはならない。【選択図】なし
